With the serial number 131258, it should be around 1958. The production would be around 1958. This could also change due to country of production and distribution. Where did you get this instrument? Is there a production code on the inside of the second trigger valve, if you could shine a light in the trigger valve, you would be able to see an engraving of the date of production and country of origin.

If its too deep, I recommend dislocating the joint (where the soldering meets) and detach it and you would then see it more clearly, then solder back. Soldering is very easy and cheap. Just go to any DIY Store, if you are in UK, checked out Peter Ranger DIY at Grimes Street and you buy a Solder Kit and would cost around 12-15 pounds. The tempo or 600 was a student instrument (a good one, too) and I'm thinking it was numbered in sequence with the 'Cleveland' and 'American Standard' horns. If so, that would put the year of manufacture 1960-65.
